NOBLESVILLE, IN., May 11 – The Hamilton County Workforce Innovation Network (HCWIN) is proud to announce the appointment of two new board members, Jeff Bryant and Lori Winkler. “These board members add to the depth of expertise and thought leadership representing the interests of Hamilton County workforce development,” said Executive Director, Robert Kneberg. “We’re looking forward to the unique input Lori and Jeff bring to the organization.”
Welcome Jeff Bryant
Jeff Bryant is a director of Gaylor University at Gaylor Electric in Noblesville, In. Gaylor is the highest performing national contractor of excellence, offering complete design-build electrical construction and 24/7 on demand electrical support. Gaylor serves some of the world’s most renowned companies and is known for forward-thinking, unparalleled project delivery and outstanding job performance. Central to its core values, the organization places significant effort on personnel development, performance, teamwork and safety.
Jeff previously served as principal of Noblesville High School for eight years. His passion for developing career pathways for all people led to the development of a successful internship program, partnerships with numerous area businesses, and many career certifications that lead students to successful careers. He has continued this passion for lifelong learning and career development while now leading the education and recruiting departments at Gaylor Electric. The depth of experience Jeff brings in educational leadership and administration will be valuable in moving the mission of HCWIN forward.
Welcome Lori Winkler
Lori Winkler is the managing director for BlueSky Creative, the creative agency division of BlueSky, based in Noblesville, In. Founded in 2006, BlueSky is an eCommerce consultancy specializing in strategy, marketing/creative, technology and talent acquisition. With a global presence, including offices in Toronto and Hyderabad, BlueSky is an industry leader in launching enterprise-level online shopping solutions for powerful and recognizable brands across various industries, even beyond D2C retail. Lori has a strong background in the creative agency space, having extensive experience in marketing, coupled with degrees in Education and Psychology from St. Joseph’s College. Lori utilizes her diverse background to drive thought leadership in connecting people with solutions and ideas that fuel growth. In addition, Lori currently serves on the board of directors of Forum Credit Union.

Hamilton County Workforce Innovation Network, a 501(c)3 not-for-profit organization, is a county-wide, collaborative workforce development effort between local business partners, K-12 institutions, higher education, and local and state community agencies to provide in-demand workforce solutions in five key sectors: Advanced Manufacturing, Ag Tech, Construction, Healthcare and Innovation & Technology. HC-WIN is made possible through a grant from the Indiana Department of Workforce Development and a partnership between Gaylor Electric and Ivy Tech Community College.
HCWIN has been an integral part of the leadership team that received the 21st Century Talent Region designation from the Governor’s office in December 2019. The designation symbolizes the commitment in the county to collaborate and focus on workforce development, attraction, retention and connection. Hamilton County has identified goals that will elevate opportunities to achieve post-secondary success, provide skills for the county’s growing industries and provide the workforce needed for our growing county.
